Past Performance
The work we have done speaks for the work we will do.
Government contracting evaluators look for demonstrated performance — not just credentials, but evidence of real work in real environments under real conditions. What follows is an honest account of where J. Bell & Associates has operated and what was delivered.
State of Alabama — Bureau of Pardons & Paroles
IT Systems Technician II (Senior-Level / Lead Duties)
September 2022 — Present
Key Highlights
- ›Primary IT point of contact for a 24-hour state government facility
- ›Statewide Help Desk support across all agency personnel classifications
- ›SharePoint Administrator for agency directory
- ›Mission-critical system support: OASIS, EMS, AOC, EPSI, Kronos eSTART
- ›Instructional technology support for contracted education providers within PREP
- ›After-hours, weekend, and holiday on-call IT support
The Alabama Bureau of Pardons and Paroles operates across multiple facilities, including the PREP Center — a 24-hour re-entry education and rehabilitation facility that cannot experience IT downtime. As the primary IT point of contact for PREP Center operations, this role carries accountability that extends well beyond standard business hours: after-hours, weekend, and holiday support are part of the operational requirement, not exceptions to it.
Day-to-day scope spans the full enterprise IT stack: Active Directory and Cayosoft user account administration, SharePoint administration for the agency directory, endpoint staging and deployment, mission-critical system support across OASIS, EMS, AOC, EPSI, and Kronos eSTART, and instructional technology support for contracted education providers including Ingram State Technical College and GEO Group operating within the PREP facility.
This role also carries statewide Help Desk responsibility — supporting Senior Officers, Officers in Charge, District Managers, Directors, security staff, and administrative personnel across the agency. The scope, the 24-hour operational environment, and the mission-critical nature of the systems being supported represent exactly the kind of demonstrated government IT performance that contracting evaluators look for.
State of Alabama — Department of Finance
IT Systems Technician
January 2022 — September 2022
Key Highlights
- ›Authored foundational helpdesk procedures and ticket routing structure within first week
- ›Owned STAARS-to-Alabamabuys vendor profile migration workflow and conflict prevention protocol
- ›Maintained SharePoint tracking for unmerged active vendors during platform transition
- ›Received unsolicited vendor commendations forwarded to management
- ›Kronos eSTART training delivered to agency leadership and management staff
- ›ServiceNow incident resolution — consistently exceeded ticket resolution targets
The Alabama Department of Finance's State Business Systems Division oversees the Alabamabuys platform — the Ivalua-based e-procurement system through which state agencies conduct purchasing, vendor management, and contract administration. When Jackie Bell-Grandison joined this team, the Alabamabuys helpdesk was six months into its operational life and still building its foundational processes.
Within her first week, she had streamlined the team's group email inboxes and proposed helpdesk procedures that simplified daily operations across the team. The ticket routing structure she authored defined how inbound communications were filtered, how tickets were assigned to technicians, and how each technician worked their queue — processes that were subsequently incorporated into the ServiceNow ticketing environment. Her manager received unsolicited vendor correspondence praising her support quality and follow-up practice, a notable distinction in a high-volume helpdesk context.
One of the more complex operational challenges she owned was the STAARS-to-Alabamabuys vendor profile migration. Vendors previously registered in the STAARS system needed to be merged into Alabamabuys, but at any given time there were active vendors who had not yet been migrated. Her responsibilities included maintaining the SharePoint tracking spreadsheet for unmerged active vendors, managing the 48–72 hour processing window for merges, and enforcing the protocol that prevented account conflicts when vendors attempted to create duplicate accounts on the platform — a conflict that would create downstream procurement problems.
Kronos eSTART training was also delivered to agency leadership and management staff — an assignment requiring the ability to communicate complex system functionality to non-technical senior personnel. Incidents were resolved via ServiceNow while consistently exceeding ticket resolution targets.
Baptist Health (Multi-Facility Network)
Device Administrator | End-User Support Technician | PC Technician II | Help Desk Analyst
2009 — 2014
Key Highlights
- ›Multi-facility support: Baptist Medical Center East, Baptist South, Cancer Center, affiliated physicians' offices
- ›Staged all mobile carts and laptops for Cerner FirstNet Go-Live at Baptist Medical Center East
- ›Lead Analyst — Baptist Health Montgomery Cancer Center clinical systems (2014)
- ›Active Directory administration, endpoint management, and escalation-level Help Desk support
- ›Clinical and non-Cerner system support across live patient care environments
- ›Mobile device configuration for VPN and enterprise email across the network
Baptist Health is one of Alabama's largest health systems, operating multiple acute care facilities, specialty centers, and affiliated physicians' offices across the Montgomery area. IT support across this network is not a single-site assignment — it means maintaining operational continuity across facilities with different patient populations, clinical workflows, and system configurations, often simultaneously.
Over a five-year engagement through McKesson and Cerner Corporation, the full scope of enterprise IT support was delivered across Baptist Medical Center East, Baptist South (Baptist Health's main hospital), the Montgomery Cancer Center, and surrounding affiliated physicians' offices. Work encompassed enterprise desktop and end-user support, Active Directory administration, endpoint staging and lifecycle management, clinical and non-clinical system support, print server administration, mobile device configuration for VPN and enterprise email, and escalation-level help desk support.
The Cerner FirstNet Go-Live at Baptist Medical Center East was a defining engagement within this period. All mobile carts and laptops were staged for the go-live deployment — a foundational logistics and configuration responsibility for one of the most operationally complex transitions a hospital IT environment undertakes. The Lead Analyst role at the Baptist Health Montgomery Cancer Center followed in 2014, providing clinical systems implementation and ongoing support in a patient care environment where system reliability directly affects treatment continuity.
This five-year multi-facility engagement represents the kind of healthcare IT experience that very few IT consulting firms can claim: sustained, cross-site operational responsibility in a live clinical environment, including direct involvement in a major EHR go-live.
Regions Financial Corporation
Visa Check Card Specialist / Online Banking Support
2006 — 2008
Key Highlights
- ›Technical and transactional support for online banking platforms and card services
- ›Selected to train staff on Visa Check Card dispute handling procedures
- ›Developed workflow improvements that reduced hold times and improved team performance
- ›Compliance-sensitive financial data environment with strict accuracy requirements
Financial sector IT support at Regions Financial involved direct technical and transactional support for online banking platforms and card services — an environment where data accuracy, process compliance, and customer trust are non-negotiable. Technical support in this context means understanding both the systems and the financial products they support.
Beyond direct platform support, this role included being selected to train staff on Visa Check Card dispute handling — a responsibility that reflects both subject matter expertise and the communication capability to transfer that knowledge to others. Workflow improvements developed in this role reduced call hold times and measurably improved team performance, demonstrating the kind of operational analysis and process improvement thinking that carries directly into IT consulting work.
U.S. Department of Education
Customer Service Specialist (via Electronic Data Systems — EDS)
1999 — 2001
Key Highlights
- ›Federal agency support via Electronic Data Systems (EDS) contractor
- ›Liaison between borrowers, schools, lending institutions, and the Department
- ›Loan consolidation documentation and data accuracy verification
- ›Federally regulated systems requiring strict compliance standards
Work performed in support of the U.S. Department of Education through Electronic Data Systems (EDS) provided early foundational experience in federally regulated system environments. The scope included serving as liaison between borrowers, schools, lending institutions, and the Department — a coordination role that required accuracy, documentation discipline, and an understanding of how federal compliance requirements shape operational practice.
Loan consolidation documentation and data accuracy verification in a federally regulated context establishes an early baseline of federal operational experience that runs through the full arc of this professional record.
Outlier
Subject Matter Expert — LLM Development & Refinement
August 2023 — Present
Key Highlights
- ›Active SME role in large language model development since August 2023
- ›Technical evaluation and expert feedback on frontier AI system outputs
- ›Direct involvement in AI development iteration cycles
- ›Positions JBA clients for informed, practical AI integration engagements
Artificial intelligence is no longer a future capability for enterprise IT — it is a present operational reality that most organizations are actively navigating without the internal expertise to do so effectively. J. Bell & Associates sits on the practice side of that gap.
Since August 2023, active work as a Subject Matter Expert at Outlier has involved contributing to the development and refinement of large language models — evaluating model outputs, identifying capability gaps, providing expert technical feedback, and contributing to the iterative improvement cycles that shape how these systems perform in real-world deployment contexts.
This is not theoretical familiarity with AI tools. It is current, hands-on involvement in how frontier AI systems are built, evaluated, and refined. For clients seeking an IT partner who can evaluate AI tool adoption, design implementation strategies, or provide informed guidance on where AI creates operational value versus where it introduces risk — this engagement is the direct evidence of that capability.
